DeFlock was created by privacy advocate Will Freeman after he noticed a proliferation of ALPRs—particularly those operated by Flock Safety—in his community. Using OpenStreetMap as its foundation, DeFlock allows users to view the locations and orientations of ALPRs, helping individuals understand where and how they might be surveilled. The project has mapped over 16,000 ALPRs worldwide, with more than a third attributed to Flock Safety devices.
